Description:

Reagan ALS Superb content. Ex. Forbes

Two page autograph letter signed, 8.5" x 11", and written by Reagan to the rectos. The verso of the first page appears to have been the initial draft which was then crossed out and restarted. The letter has a single line of red running across it on a diagonal. Dated "1/15/68", and signed by Ronald Reagan "RR". Ex. The Forbes Collection. Malcolm Forbes (1919-1990), American owner-publisher of Forbes magazine, and consummate collector,  amassed one of the most substantial and broad collections of such breadth and depth that it filled a half-dozen residences, and sat on three continents. Many of his manuscripts were sold in Multi-million dollar sales By Christies in the early 2000’s. The Forbes name is considered to be the apex of provenance when attached to an item like the above. We are honored to have been chosen by the family to sell at auction the substantial balance of the collection.

Reagan writes on the subject of Tax Withholding, debating the positives and negatives stating "To make a drastic change in our system of income tax collection on the grounds that 'withholding' is the only or even the best method of catching those who avoid payment of taxes requires first that we know reasonably well the amount of revenue lost through cheating second what will the cost of the administrative change be …

A few years ago the then Comptroller of California Alan Cranston said the increased administrative cost of withholding would more than absorb any increase in revenue. We have an opinion now that withholding would dump some 17,000,000 additional accounting procedures on the employer… "

The complexity of the tax system is reviewed in this letter but Reagan also shows determination to study the "whole matter of tax reform involving a restructuring of our tax system to make it more compatible with our economy…"

A fantastic letter which alludes to Reagan's "Reaganomics" and the tax reform he employs later once President.
