Woodrow Wilson TLS Re: River and Harbors 

Typed Letter Signed, "Woodrow Wilson", dated July 24, 1916, White House, Washington, D.C. A letter from 28th President Woodrow Wilson on White House letterhead to North Carolina Representative and Chairman of the House Committee, John H. Small, on Rivers and Harbors. Receipt stamp at top right. Crease through the center of the letter, scattered staining and ink splatter, letters bleeding. Foxing and age toning. In overall good condition with a nice clear signature.1p, measuring 7" x 8.8",

Within, Wilson thanks Small for a previous letter pertaining to Rivers and Harbors and notifies him that his letter has made an impression on his opinion on the matter. In full: "Thank you for your letter about the River and Harbor Bill. I have been debating it in my mind, not on the basis of improper items, but on the basis of the possibility of adopting a better policy and method with regard to the whole thing; but you may be sure that your letter has made a great impression on me."

Woodrow Wilson (1856-1924) served as the President of Princeton University, as well as Governor of New Jersey, before being elected the 28th President of the United States in 1912. Wilson would serve two terms as President in which he led the progressive movement, enacting banking reforms, tariff reductions, and environmental protection. Foreign policy dominated the later years of his Presidency with the outbreak of World War I and the hostility of Mexico towards the United States. Wilson planned to run for a third term but suffered a severe stroke in October of 1919 leaving him incapacitated and paralyzed on his left side for the last year and a half of his Presidency.

John H. Small (1858-1946) represented North Carolina's First Congressional District in the House of Representatives from 1899-1921. In Congress, Small was outspoken on issues such as Prohibition, woman suffrage, education, and agricultural problems. Possibly referenced in the letter, Small's major interest was increasing waterborne transportation along the Atlantic coast. Small felt that such a waterway not only would serve the transportation needs of the general public but would also would provide added commerce and trade routes for the coastal regions of the eastern seaboard. He envisioned a series of interconnecting canals extending from Boston, MA to Key West, FL, a distance of three thousand miles.

In addition, we compare our shipping and handling rates against those of other auction houses, to ensure that our charges are among the lowest in the trade.
