In 1838, Millard Fillmore was busy balancing the obligations of his private law practice with those of politics; Fillmore served as a New York U.S. Congressman between 1837-1843. Admitted to the New York bar in 1823, Fillmore had partnered with Nathan K. Hall (1810-1874) in 1834, and Solomon G. Haven (1810-1861) in 1836. The Buffalo, New York-based firm of Fillmore, Hall, and Haven was politically conservative and politically active; all three law partners would represent New York's 32nd Congressional District as Whig candidates between 1833-1855. President Fillmore later appointed Hall Postmaster General as well as a federal district judge.

Fillmore, the son of tenant farmers from upstate New York, lawyer, and aspiring politician, assumed the presidency after the death of his predecessor Zachary Taylor. Fillmore’s most enduring presidential legacy was his endorsement of the Compromise of 1850. This agreement, launched in a series of five bills by Illinois Senator Stephen A. Douglas, addressed issues like slavery and territorial expansion. Although the Compromise was hoped to resolve sectional conflicts over slavery, it would only delay the onset of the Civil War by a decade.
