John Hart is recorded as having attended sessions of the Provincial Congress of New Jersey since its creation in May 1775. The Congress assembled in Trenton in October 1775, and from January-March 1776 in New Brunswick, just as this pay order states.

John Hart had gained considerable political experience serving in the New Jersey Colonial Assembly from 1761-1771. He represented the New Jersey county of Hunterdon at the Provincial Congress of New Jersey from May 1775 until June 1776, when he was elected Vice President of the legislature. He later served as a New Jersey delegate to the Second Continental Congress.
