Dwight "Ike" Eisenhower TLS to his Brother Re: Civil Rights

1p typed, measuring 7" x 10.25", Gettysburg, PA, dated May 28, 1964. Signed "Ike" and addressed to his brother Edgar on his personal "DDE" stationery. Eisenhower discusses the recently passed Civil Rights Bill, writing in full:

"I have heard that the Congress, in one of its few bursts of wisdom, has included in the so-called 'Civil Rights Bill' a declaration that where individual States have enacted satisfactory legislation to assure equal opportunity to all and equal standing before the law, and enforce those laws properly, the Federal Government will not claim exclusive jurisdiction. While I agree, largely, with your criticism of the Supreme Court, I scarcely see how the Federal Government can fail to take cognizance of the 14th and 15th Amendments and violations, thereof. The Constitution and treaties, along with laws made in accordance therewith are the supreme laws of the land." Eisenhower has made a hand-correction in the last paragraph, writing over "13" with "15" when he incorrectly identified the wrong Amendment. The letter has flattened mail folds and two holes punched at the top margin. Boldly signed. Accompanied by a Certificate of Authenticity from Shafran Collectibles, Inc.

The Civil Rights Act of 1964 was passed by the House of Representatives on February 10 and the Senate on June 19. It was finally signed into law by President Lyndon B. Johnson on July 2, 1964. The Act outlawed discrimination on the basis of race, color, religion, sex, and national origin, and would later include sexual orientation and gender identity. Eisenhower had already had involvement in the Civil Rights Movement, having signed the Civil Rights Act of 1957 and sending troops to Little Rock, Arkansas to enforce integration in schools.
