A Timely Subject! Two Speeches on Counting Electoral Votes, 1877 In Wake of Hayes/Tilden Disputed Election

An 1877 publication of two speeches given by Hon. Charles J. Faulkner on the counting of electoral votes. 15pp, measuring 5.5" x 8.25", Washington, D.C., dated 1877. The publication is accompanied by a transmittal cover marked "Part of Cong. Record FREE", addressed to H. C. Henderson Esq. The speeches have flattened folds, with toning, foxing, and dampstaining throughout. Toning, wear and soiling to the cover. Overall very good.

 Entitled, "Counting the Electoral Votes: Speeches of Hon. Charles J. Faulkner, of West Virginia, in the House of Representatives, January 24 and 25, 1877." The two speeches delivered by Faulkner were "On the report of the select committee upon the privileges, powers, and duties of the House of Representatives in counting the votes for President and Vice-President of the United States" and "On the bill (S. No. 1153) to provide for and regulate the counting of votes for President and Vice-President, and the decision of questions arising thereon, for the term commencing March 4, A.D. 1877." 

Charles J. Faulkner (1806-1884) was a Representative from West Virginia who served from 1875 to 1877. Prior to that, he was the U.S. Minister to France from March 4, 1860 to May 12, 1861. Upon returning to the U.S. in 1861, he was arrested on suspicion of negotiating an arms deal with France for the Confederacy. He was released in December 1861 and immediately enlisted in the Confederate Army and was made assistant adjutant general on Stonewall Jackson's staff. When the war ended, Faulkner refused to take the oath of allegiance but continued to practice law and won back a seat in the House of Representatives in 1874.
