[JFK Assassination] November 22, 1963 Congressional Record

40pp, measuring 8.5" x 11", Washington, D.C., November 22, 1963. A printed record of the proceedings of Congress on the day President Kennedy was assassinated in Dallas, Texas. The House of Representatives was not in session, so the records are only for legislation of the Senate. The Senate met at 12:00pm and proceedings were interrupted when news of the shooting came at 1:30pm (12:30 CST). Senator Winston Prouty of Vermont had been speaking on a bill to amend the Library Services Act when he was interrupted by Senator Wayne Morse of Oregon. Senator Edward Kennedy had just received word that his brother had been shot and quickly left the Chamber. News of the events in Dallas spread through the Chamber and Senator Morse asked the Senate to yield for an emergency.

Several minutes later, Majority Leader Mike Mansfield was hurriedly trying to dispense with the business at hand when Senator Morse again interrupted, saying “…if ever there was an hour when all Americans should pray, this is the hour.” At 1:55 p.m., Leader Mansfield called for a recess. The Senate reconvened at 2:10 p.m., with 69 senators present. Senator Mansfield stated: "…after discussing the tragic situation which now confronts the Nation and the free world, the distinguished minority leader and I felt it only appropriate and proper that, in view of the tragic circumstances which have arisen and the extreme danger which confronts a good, a decent, and a kindly man, it would not be inappropriate for the Chaplain of the Senate to deliver a prayer at this time in the devout hope that he, the Governor of Texas, and others will recover. On the completion of that prayer, I shall move that the Senate adjourn until 12 o'clock noon on the Monday next. Chaplain Frederick Brown Harris then delivered a prayer for the President. With a flattened vertical fold and moderate edge toning. A few small tears at top edge.
