" Your letter of the 12th .. Desiring me to send you a copy of the Pacific Rail Road Report has been received - I am sorry to inform you that I have no (illegible) copies of the report .. And cannot therefore comply with your request …"

Early in Johnson's career, during his first term in the legislature, Johnson differed from the Whigs in several ways including he spoke against aid for the railroads, while his constituents hoped for improvements in transportation. However in 1962, Lincoln's point person, Alvin Saunders, would break with Johnson, guiding the territory to statehood and helped oversee creation of the transcontinental railroad, and served as Commissioner for the Union Pacific Railroad, which began construction of the transcontinental railroad in 1863 (much to Lincoln's liking). The project united the east and west in a way hitherto considered impossible.  The roles of the Associates and the Central Pacific’s construction of the western leg of America’s first transcontinental railroad were financially risky, the project required far more in resources than they could muster from individual investors. The same was true of the Union Pacific’s principal owners. The Associates obtained substantial amounts of funding from California and from municipalities, but the greatest source for the national project was the federal government. It seems only fitting that President Lincoln, a former railroad lawyer, signed the first two major pieces of legislation. By 1866, after Lincoln's assassination, Johnson, now President, worked instead to champion the completion of the railroad even though it was running behind schedule and was in noncompliance with the contract. He ascribed the failure as emanating from the financial condition of the country due to the recent civil war.
