Franklin D. Roosevelt TLS Re: 19-Gun Salute To Be Accorded to "Governors of the forty-eight States"

A typed letter signed by sitting 32nd U.S. President Franklin Delano Roosevelt (1882-1945) as "Franklin D Roosevelt" at lower right. Written in Washington, D.C. on May 5, 1933 on "The White House / Washington" embossed stationery. Expected light paper folds, else near fine. Matted and framed behind glass within a sleek and stately burl walnut finished frame. Not examined out of frame. The sight size of the letter is 6.5" x 8" while the overall frame measures 9.875" x 11.375" x .75."

President Roosevelt wrote the Governor of South Carolina, His Excellency Ibra C. Blackwood (1878-1936), in part:

"For sometime the official salute accorded to the Governors of the several States by the United States Army and Navy has been fixed at seventeen guns. I have felt very strongly that the same honors should be accorded to Governors as those accorded to the members of the Federal Cabinet.

I have, therefore, directed that the Army and Navy regulations be changed so that in the future the Governors of the forty-eight States will be accorded a nineteen gun salute…"

This military honor policy change was an upgrade from a 17-gun salute to a 19-gun salute. Today, a 19-gun salute is still granted to Governors of all 50 states, as well as to the Vice President, Chief Justice, Cabinet members, Speaker of the House of Representatives, and other heads whose credentials are at least equivalent to those of an ambassador. The old 17-gun salute is accorded to Governors of Territories, Commonwealths, and Possessions. A 21-gun salute is still reserved for the President, monarchs, and heads of state.

Governor Blackwood was a party Democratic whose tenure, 1931-1935, saw the construction of many dams and public works in the state of South Carolina.

In addition, we compare our shipping and handling rates against those of other auction houses, to ensure that our charges are among the lowest in the trade.
