Description:

Disraeli on the Cattle Plague and Death of Prime Minister Palmerston

4pp, measuring 4.5" x 7", Hughenden Manor, dated November 1, 1865. Addressed to the Earl of Lonsdale and signed by Disraeli as "D". Disraeli writes about Parliament's recent discussions regarding the recent cow plague and the death of Prime Minister Lord Palmerston. The letter reads in full:

"There is a rumor abroad, more frightful than the murrain, that Parlt. Is to be culled togr in consequence of the recommendation of the Rinder-pest Commission. I don't think it will prove fact, because I hear today that the report wh: is to be presented this morning, is not unanimous. Besides nothing could justify such a course but promptitude of action. Now there must be sixteen days notice in the Gazette: then a week swearing in members. This will consume November; & then, we can only begin by 'leave to bring in a Bill'! They opened Ld Palmerston' & on examination of the body, found 'all the great organs in a perfect state. There was no trace of disease.' Paget, the surgeon, told my informant this, who, by the bye, is the Rt. Hon" J. Evelyn Denison. I hope you are not suffering: I suppose you will soon seek the bland skies of Ventnor." Accompanied by the original envelope, signed "D." The letter has flattened mail folds and light toning. Soiling at the edges.

In May of 1865 there was a cattle plague outbreak, caused by a virus of which there was no known cure. The disease had stuck Great Britain in the 1740s, but had not reemerged since 1771. Cheshire county was hit the hardest, but most English counties as well as places in Scotland. In total, 289,581 animals died or had to be killed as a precaution. Farmers wouldn’t see relief until September 1867, when it was officially deemed that the country was free of the infection. The Liberal government was harshly criticized for its inability to contain the outbreak.

Henry John Temple, 3rd Viscount Palmerston had twice served as British Prime Minister and died while holding office on October 18, 1865. A seemingly fit man, Palmerston died just six days after catching a chill, suffering from a severe fever. He was buried at Westminster Abbey and was only the fifth person not of royal blood to be granted a state funeral.
