Act Empowering George Washington to Renew Embargo Every Month at his Own Discretion

RANDOLPH, EDMUND. Document Signed, "Edm: Randolph", as Secretary of State. 1 p., Philadelphia, June 4, 1794, 8" x 13". Additionally signed in type, "Go: Washington", as President; "Frederick Augustus Muhlenberg", as Speaker of the House; and "Ralph Izard", as President pro tempore of the Senate.

Act of Congress “to authorize the President of the United States to Lay, Regulate and Revoke Embargoes,” printed above “An act to settle account of Lewis Dubois,” both dated June 4, 1794. Philadelphia: Childs and Swaine. 

On March 26, 1794, Congress passed the Embargo Act, a 30-day embargo on American exports and shipping, intended to relieve pressure on American sailors and merchants without provoking Britain to war. In April, a House Resolution extended the prohibition for another month. The Embargo was to protect the lives of sailors while Washington’s administration built-up the nation’s military strength and pursued negotiations. However, it proved financially damaging to American merchants, particularly in the Northeast. 


Edmund Randolph (1753-1813) became the first Attorney General of the United States in 1789. When Thomas Jefferson resigned as Secretary of State at the end of 1793, Randolph succeeded him on Jan. 2, 1794. Like Jefferson before him, Randolph continued the practice begun in the First Congress, of signing a small number of “official” copies of Congressional acts for distribution, two for each of the fifteen States (Vermont had joined in 1791 and Kentucky in 1792). After the Third Congress, the Secretary of State no longer signed official acts in manuscript. Very few of the original signed Acts are known to survive. This particular copy was sent to the Governor of Connecticut, Samuel Huntington.

In addition, we compare our shipping and handling rates against those of other auction houses, to ensure that our charges are among the lowest in the trade.
